In Isère, half-sheet forms were prepared for the express purpose of man-aging the situations of individuals who had become foreigners once again but whose nationality often remained indeterminate (Document 7.3). Titled “Card of foreigner recently deprived of French nationality,” it was filled out in duplicate, so one copy could be kept at the prefecture and the other sent to the national police headquarters at the Ministry of the Interior. The cards listed a set of identifying details related to the civil status of the foreigner: family name, given name, date and place of birth. The person’s “nationality of origin” was also indicated, along with the way in which French nationality had been acquired (date and number of the decree) and then removed. The form ended with a “succinct account of the causes for nationality withdrawal” and the measures proposed and taken by the prefect. Antonio Abram was denaturalized by the Review Commission on 27 October 1942 for reasons that were “unknown” to the prefectural agent in Isère but probably had to do with his family name, Abram, close to Abraham. This mold-maker, born in Trieste in 1885, had lived in Isère since the mid-1920s and had acquired French nationality in 1938 along with his wife and his daughter Maria, born in 1922. The denaturalization in 1942 came with an assignment to residency in the department of Isère and the validity of his residency permit was reduced to one year.59 How can the severity of these measures, proposed in April 1943, be explained, since no offense committed by a member of the Abram family had been reported to the prefectural agent, who even acknowledged that he did not know the motives for their denaturalization? |
